FEATURES
Single capability simulation
Overview
There is an on-the-spot what-if workspace on every capability page. It lets you change any of the four inputs that drive a capability’s score – maturity, the sovereignty spectrum, scarcity and public interest – and see the sovereignty rating, agency score and recommended action recalculate instantly, using the same formulas that produce the published Assessment.

How it works
- Open a capability page and select ‘Single capability simulation’. The right-hand summary sidebar switches to the simulation workspace, pre-filled with that capability’s current maturity, sovereignty, scarcity and public interest values for you to adjust.
- Adjust maturity. Choose Not enough data, Emerging, Established or Advanced to test how a change in national capability would feed into the agency score.
- Adjust the sovereignty spectrum. Check or uncheck the dimensions that apply to this capability’s sovereignty spectrum. Dimensions marked not applicable stay locked. The weighted proportion of checked dimensions recalculates the sovereignty rating in real time.
- Adjust scarcity and public interest. Move scarcity across its band and switch public interest between Public Interest and High Public Interest to see their effect on the agency score and recommended action.
- Read the outputs. Three output cards show the resulting sovereignty rating, agency score and recommended action, and a baseline → simulation strip below them summarises every change against the published values.
- Export or reset. Select ‘Export PDF’ to generate a document setting the baseline and scenario figures side by side, or ‘Reset’ to return every input to its published value.
Use cases
This feature is built for quick, single-capability testing rather than long-form analysis:
Test how much a single capability’s agency score would improve if national maturity moved up a band, before committing to that assumption in a wider simulation.
Check whether closing one sovereignty spectrum gap – for example gaining sovereign control – is enough to shift the recommended action.
Prepare a one-page baseline-versus-scenario PDF for a workshop or briefing.
Sanity-check an assumption on the spot during a discussion, then discard it with Reset if it doesn’t hold up.
Getting started
Open any capability page and select ‘Single capability simulation’ in the summary sidebar. No account or sign-in is required – the workspace resets whenever you close it or leave the page.
