FEATURES
How to run an AI Agency Tool simulation
Overview
The simulation feature lets you model what-if changes across all 103 capabilities at once. Adjust maturity, sovereignty, scarcity and public interest inputs for any capability and watch the national and per-layer profile recalculate instantly, using the same formulas that produce the published Assessment.
No account or sign-in is required. Every change you make is saved in your own browser only – nothing is sent to a server, and nobody else can see or change your simulation.

How it works
- Open 'Start simulation'. The feature loads the published Assessment as your starting point across all six layers.
- Pick a layer, then a capability. Select a layer tab, then choose any capability row to open its editor in the right-hand sidebar.
- Watch the comparison bar. A bar slides up from the bottom of the screen showing how many capabilities are selected, with a chip for each one. Use'Clear' to start over.
- Read the recalculated outputs. The sovereignty rating, agency score and recommended action for that capability update immediately, and a pink dot marks any capability you have changed in the table.
- Watch the profile update. The recommended action, maturity, sovereignty and agency charts at the top of the page reflect every change you make across every layer.
- Reset when needed. Use the reset icon in a capability’s editor to revert just that capability, or 'Reset all changes' at the top of the page to discard your entire simulation.
What gets saved
Only the capabilities you actually change are stored, in your browser’s local storage – not a full copy of all 103 capabilities. Closing the tab and coming back later restores your changes automatically. Clearing your browser data, or using a different browser or device, starts you back at a clean Assessment.
Getting started
Select 'Start simulation' in the Simulations menu, or Multi-capability simulation on any capability page, to open the feature and begin.
